CPASLEADGROUP, INC. · Government Transparency & Accountability

Turning audited financial reports into insights citizens can actually use.

We're a consortium of CPAs, tax analysts, auditors and volunteers who study the financial reports government agencies and LGUs are required to submit — and publish what we find. This is LEAD NA TAMA: Lead with Exemplary Accounting Discipline, Transparency and Accountability Monitoring Anywhere.

Who We Are

A citizen watchdog built by the accountants who read the fine print.

CPASLEADGROUP, INC. — formally the Citizens Participatory Audit System for Leadership of Exemplary Accounting Discipline to Government Resources with Official Utilization Protocols, Inc. — is a non-stock, non-governmental organization registered with the Securities and Exchange Commission in 2022.

We're a consortium of Certified Public Accountants, tax analysts, audit professionals, systems thinkers, and volunteer technical aides, dedicated to fiscal transparency, accountability, and leadership in government accounting practices. We've seen what a lack of financial oversight leads to — misuse of funds, embezzlement, unethical practice — and we believe a well-structured system of accountability is one of the strongest deterrents against it.

Our core activities: COA report analyses, data-driven insight-sharing, advocacy for accountability, and public-awareness capacity building through trainings and workshops for professionals and government agencies.

From the Chairman

I spent years in public service watching good governance come down to one question: is anyone actually checking the numbers? That's what CPASLEADGROUP exists to do. We're accountants and auditors, not activists — so our way of holding government accountable is the one our training actually equips us for: read the audited reports, follow the money, and publish what we find, plainly, for anyone to see.

The 1st LEAD Awards proved the approach works. In 2026 we're taking it nationwide, province by province — and we can't do it alone. Whether you're able to fund this work or simply believe in it enough to join us, there's a place for you in this movement.

Track Record

The 1st LEAD Awards

In 2024–2025, we independently analyzed the Audited Financial Statements of highly urbanized Metro Manila LGUs for 2015 to 2023, focusing on cash-in-bank and cash-equivalent balances relative to fund utilization — and ranked the Top 10 NCR cities on that basis.

The awarding ceremony, held at a function venue in Quezon City, drew television and radio coverage and guests from the business, professional, and academic sectors. It wasn't a one-off: for two years running, Chairman Jose Esgana has hosted the LEAD NA TAMA Live Stream, and appeared as a guest across DWIZ radio and PTV programs on these same themes.
